SCHOOL-BASED MANAGEMENT AND SWOT ANALYSIS IN EDUCATIONAL MANAGEMENT: A CASE STUDY AT PUBLIC ELEMENTARY SCHOOL 58 BANDA ACEH

Abstract

This study aims to analyze the implementation of School-Based Management (SBM) and the integration of SWOT analysis in educational management at SD Negeri 58 Banda Aceh. A qualitative case study approach was employed involving 30 purposively selected participants consisting of the principal, teachers, school committee members, and parents. Data were collected through in-depth interviews, participant observation, document analysis, and participatory SWOT Focus Group Discussions (FGDs). The findings reveal that SBM implementation has been administratively established, particularly in school planning and financial management, but remains weak in stakeholder participation and strategic decision-making processes. The SWOT analysis identified several internal strengths, including experienced school leadership, certified teachers, adequate classroom facilities, and parental involvement. However, the school also faces significant weaknesses, such as limited teacher competence in information technology, insufficient library collections, the absence of permanent librarian staff, and minimal strategic planning training. Externally, opportunities include government funding support, partnerships with universities, and strong community trust, while threats consist of competition from private schools, rapid educational policy changes, limited internet access, and potential health crises. The Internal–External matrix positioned the school in Quadrant V (Hold and Maintain), indicating weak internal capacity with moderate responsiveness to external conditions. This study highlights the importance of integrating SWOT findings into school strategic planning documents to strengthen participatory and evidence-based educational governance.
